We beg to acknowledge receipt of your letter of

the 12th instant transmitting a copy of a despatch from

the Governor of Hong Kong on the above matter dated the

23rd August last. We greatly regret that our charges in

respect of this case appear in the view of the Governor

to be rather high. We have looked into the details and

find that for the amount of work done they are not excessive

but we are quite prepared to accept such a reduction in the

amount charged as would meet the views of the Governor, as

A it is not our wish that anyone for whom we render professional

services should feel dis-satisfaction at the amount of our

fees.

2. As requested by the Governor we send herewith a

copy of the instructions laid before Counsel together with

their original signed opinion thereon. We also return the

file of documents we received in this matter.
